Updating Offer Letter Template

Change default default_form_year in offerletter/evalLettApp.js

Confirm and update langauge in _appt_page1.html and _appt_page2.html based on latest grad school templates.

Update the _DOM_Fact_sheet_filtered.html and _Int_Fact_sheet_filtered.html with the January fact sheets provided by the Grad School.

The Grad School provides word documents, which in the past I have saved as html and then filtered out a lot of MS specific html and CSS. It may be more efficient just to compare the current html output with the new letters -- most years on the year dates have changed.
